MONITORING DEPARTMENT
 

MONITORING CENTRE ON ENVIRONMENTAL QUALITY (MCEQ)

is accredited by the Department on Standartization and Metrology of the Republic of Moldova. MCEQ performs systematic ecologic monitoring of the environmental objects quality (surface water, air, soil and etc) and has the monitoring network over the whole territory of the Republic of Moldova.

MCEQ was established in 1980 but systematic observations were carried out since the 60th and were aimed at detection of the environment pollution level, prevention and mitigation of anthropogenic impact on the environment and population.

Ecological Monitoring Centre

According to the decision of the Ministry of Ecology, Constructions and Territorial Development of the Republic of Moldova from 15 November 1998, the Ecological Monitoring Centre was established in the framework of the State Hydrometeorological Service.

The Centre functions on basis of legislation on hydrometeorology, resolutions of the Ministry of Ecology, national and international agreements. The Centre was set up to control monitoring network; to collect, process, integrate and generalize data on environment state delivered from various institutions, enterprises, analytical centres that carry out monitoring of environmental objects. Data are presented in electronic form and include practically all parameters and indices binding for assessment of environment state in the Republic of Moldova.

Principal tasks of the Centre are to create and operate database on environment state in the Republic of Moldova, to monitor environment state and anthropogenic impact, to determine changes and fluctuations and to issue forecasts of eventual fluctuations.

Outcomes are data used for decision-making and elaboration of strategies of ecologic management on all levels. At present the Centre is involved in development of the System of Integrated Ecologic Monitoring.

Expedition Group

systematically takes samples of soil and water for chemical and biological analysis. The Group is provided with modern techniques: board for water samples taking, portable lab “Peugeot” to determine physical indices of surface waters via express method.

Information Group

is engaged in collection and processing of data obtained from laboratory analyses carried out in Chisinau, Balti, Tiraspol, Tighina and Ribnita. The data are used to issue yearbooks, monthly bulletins about high pollution of surface water, air and soil. When extremely high pollution is detected the data shall be delivered urgently to the authorities according to the respective emergency scheme. The Group provides the Government, state control authorities, public and local authorities, population and stakeholders with the data.

Division of Air Pollution Observation

is carrying out operative monitoring of atmospheric air pollution in Chisinau, Balti, Tiraspol, Tighina and Ribnita. The Division issues and transmits warnings about possible increase of air pollution level, recommendations related to working regime of enterprises during unfavourable weather conditions.

Data on level, conditions and pollution radius are delivered to the enterprises, central and local public authorities. Population receives data on exceeding of sanitary norms and air pollution forecasts for the present and next days. Daily bulletin of atmospheric air pollution is elaborated for national economic agents.

Division of Radiation Background Monitoring

is carrying out systematic observations of γ-radiation dose for 25 years. Observations are carried out two times a day at 07.00 and 20.00 at 17 monitoring stations and posts. The optional observations of isotope components (Sr-90, Cs-137) and accumulated γ-β radiation in atmosphere are carried out at the stations located in Chisinau, Balti, Cahul and Ribnita. Content of Sr-90 and Cs-137 is also determined in alluvium at 10 sites: Sireuti, Leova, Giugiulesti, Dubasari, Costesti, Vatra, Comrat, Taraclia, Etulia Noua and Dnestrovsc. Information about radiation background is delivered to the scientific institutions, ministries and respective authorities.



Division of Soil Pollution Monitoring

monitors soil quality and has a monitoring network at 10 stations. The samples are taken every spring and autumn and analysis is made by a number of parameters including residual quantity of pesticides in soil, heavy metals, oil products, agrochemical indices, vertical migration and etc. The laboratory calculates quantity of fertilizers to be applied in conformity with agrochemical indices for different crops. Also a complete analysis of aquatic alluvium is made in the following basins: Costesti-Stinca, Dubasari, Ghidighici, Cuciurgan, Comrat, Taraclia and Cahul.

Division of Surface Water Quality Monitoring

carries out systematic observations of surface water at 49 stations, 39 posts located on 16 rivers, 6 basins and 1 estuary by 48 hydrochemical parameters and 5 hydrobiological indicators.

According to the bilateral agreement between the Republic of Moldova and Romania, Convention on cooperation for the protection and sustainable use of the Danube River and Declaration from Bucharest on Monitoring of the Prut River Basin, the observations of the water quality of the Prut River are carried out monthly by 39 parameters in Ungheni, Valea Mare, Sireuti, Leova and Giurgiulesti.

In framework of the NATO Project “ Real-Time Monitoring and Decision Support System for International Rivers: Application to the Nistru and Prut rivers” 4 automatic stations of surface water monitoring were installed on the rivers Prut and Nistru. Within the Convention on cooperation for the protection and sustainable use of the Danube River and TACIS Programme “Accident Emergency Warning System on the Danube River” the Division was provided with modern analytical equipment and the staff participated in training courses carried by the leading European institutes.

Division of Atmospheric Air Quality Monitoring

was established in 1969 and operates the monitoring network consisting from 17 stations. Samples are taken 3-4 times a day and analyzed by main parameters (solid substances, sulphur dioxide, carbon oxide, nitrogen dioxide) and by specific parameters (formaldehyde, nitrogen oxide, soluble sulphur, benzapilene) in 5 industrial regions (Chisinau – 5 posts, Balti – 2 posts, Tiraspol – 3 posts, Beneri – 4 posts, Ribnita – 2 posts).

Since 1992 the republican monitoring network of atmospheric precipitation pollution consisting from 7 meteorological stations was established in Chisinau, Tiraspol, Dubasari, Ribnita, Camenca, Cornesti and Leova. The samples are taken every month and active reaction of hydrogen ions is determined. Total precipitation samples taken in Chisinau are analyzed by 6 ions: SO42-, Cl-, HCO3-, Ca2+, Mg2+, NH4+. Since 2004 the Division investigates persistent organic pollutants in atmospheric precipitation in Chisinau and Leova as pilot areas.
